General Flood Advisory Under present weather conditions, At 3:00 AM today, the center of Tropical Storm "KIYAPO" {NOUL} was estimated based on all available data at 355 km East of Aparri, Cagayan (18.2°N, 125.0°E) with maximum sustained winds of 65 km/h near the center and gustiness of up to 80 km/h. It is moving West Northwestward at 30 km/h. Southwest Monsoon affecting Mindanao and the western sections of Southern Luzon and Visayas. The 12-hour rainfall forecast is light to moderate with occasional heavy rains . WATERCOURSES LIKELY TO BE AFFECTED : + **La Union** - Rivers and its tributaries particularly Amburayan, Baroro, Lower Bauang and Aringay. + **Ilocos Norte** - Rivers and its tributaries particularly Bulu, Banban, Bacarra-Vintar, Laoag and Quiaoit. + **Pangasinan** - Rivers and its tributaries particularly Balincaguing and Alaminos. + **Ilocos Sur** - Rivers and its tributaries particularly Lower Abra, Silay-Sta. Maria, Buaya, and Amburayan. People living near the mountain slopes and in the low lying areas of the above mentioned river systems and the **Local Disaster Risk Reduction and Management Councils** concerned advised to be alert for possible flashfloods
