However, there are signals that the heavy rain may occur during the morning hours, hence the watch has been extended in time. * WHAT...Flooding caused by excessive rainfall continues to be possible. * WHERE...Portions of Iowa, including the following counties, Allamakee, Chickasaw, Clayton, Fayette, Floyd, Howard, Mitchell and Winneshiek, southeast Minnesota, including the following counties, Fillmore, Houston, Mower, Olmsted and Winona, and Wisconsin, including the following counties, Crawford, Grant, La Crosse, Monroe, Richland and Vernon. * WHEN...Through Friday afternoon. * IMPACTS...Excessive runoff may result in flooding of rivers, creeks, streams, and other low-lying and flood-prone locations. Area creeks and streams are running high and could flood with more heavy rain. * ADDITIONAL DETAILS... - Additional heavy rainfall may occur over areas that saw 2 to 6 inches of rain over the last 24 hours, which could quickly result in renewed flooding. Dobbins Creek at Austin 2NE affecting Mower County. * WHAT...Minor flooding is forecast. * WHERE...Cedar River at Charles City. * WHEN...From Friday evening to Saturday morning. * IMPACTS...At 12.0 feet, Barricading of streets begins, and the intersection of Riverside and North Illinois Streets may be flooded. Cable pedestrian bridge is closed. * ADDITIONAL DETAILS... - At 9:00 PM CDT Thursday the stage was 3.6 feet. - Bankfull stage is 9.0 feet. - Forecast...The river is expected to rise to a crest of 12.0 feet tomorrow evening. - Flood stage is 12.0 feet. - Flood History...This crest compares to a previous crest of 12.0 feet on 10/27/2016. - http://www.weather.gov/safety/flood Turn around, don't drown when encountering flooded roads.
